The Black Stars B of Ghana fought to a 1-1 draw after 120 minutes but fell in the penalty shoot-out to the clinical Teranga Lions side.
Senegal won the WAFU Championship after beating Ghana 3-1 on penalties at the about 12,000 seater Stade Lat-Dior.
This is the first time coach Maxwell Konadu has gone to the WAFU tournament and not won it.
